Turkish authorities do not recognize the price written in the contract; rather, they rely on the value stated in the valuation report issued by a company licensed by the Capital Markets Board (SPK).

This results in two practical points:

Your eligibility for residence or citizenship is calculated based on the appraised value, not on the amount you paid. You may pay $210,000 while the valuation comes in at $185,000, causing you to lose eligibility for the property residence permit, which requires $200,000.

Request the report before signing, not afterward. Some brokers postpone it until after the deposit has been paid, which is an arrangement in their interest, not yours.

Financial Thresholds: What Does Each Amount Grant You?

Property Value (According to the Valuation)

What It Provides

Additional Requirement

Less than $200,000

Ownership only

Does not grant a property residence permit

$200,000 or more

Eligibility for a short-term residence permit

Effective since October 16, 2023, in all cities

$400,000 or more

Eligibility for Turkish citizenship

A commitment not to sell for 3 years, recorded on the title deed

The value of more than one property registered in your personal name can be combined to reach the $400,000 threshold, and it is not required to be in a single property.

A Mistake That Costs You Your Residence Permit: The Closed Neighborhood

Buying a property is one thing, while obtaining residence in it is another. Some neighborhoods are closed to the registration of new residences when the proportion of foreigners exceeds 20% of the population. The status of the neighborhood is checked when the residence application is submitted, not at the time of purchase. Details of this rule and the 2026 Istanbul update are available in the guide to residence in Turkey.

Annual Property Tax (Emlak Vergisi)

Property ownership is not a one-time payment. After completing the purchase, you become liable for an annual property tax collected by the municipality, and foreigners pay the same rates as Turkish citizens without discrimination.

Property Location

Annual Rate

Examples

Within a Metropolitan Municipality (Büyükşehir)

0.2%

Istanbul, Ankara, Izmir, Antalya, Bursa, and 26 other cities

Outside Metropolitan Municipalities

0.1%

Smaller cities and towns

How Is the Tax Calculated?

Here is a pleasant surprise: the tax is not calculated based on the purchase price, but on the “tax value” determined by the municipality, which is usually 30% to 60% lower than the market value.

In practice, an apartment in Istanbul that you purchased for the equivalent of $200,000 may have a tax value of around $100,000, making the annual tax approximately 0.2% of that amount — around $200 per year, not $400. Check the tax value registered with your municipality, as this is the sole basis for the calculation.

Payment Deadlines

The tax is paid in two annual installments: the first in March and the second in November. Late payment incurs late-payment interest, so record both dates as soon as you take possession of the property.

After the Title Deed: Steps Without Which Ownership Is Not Complete

Receiving the title deed is not the end of the process. These steps follow the registration directly:

Obtain a DASK document (mandatory earthquake insurance) if it was not completed as part of the transfer procedures — it is required to connect utilities.

Transfer the electricity, water, and gas meters into your name. These are separate procedures for each utility and are not completed automatically with the transfer of ownership.

Register the property with the municipality for property tax purposes, which opens your tax file and determines the tax value.

Join the maintenance fund (Aidat) if the property is part of a residential complex. This is a separate monthly obligation from all of the above and varies considerably from one complex to another.

We recommend including these items in your budget from the beginning, because many buyers calculate only the property price and fees and are then surprised by the recurring costs.

Frequently Asked Questions About Buying Property in Turkey

Can I buy a property without visiting Turkey?

Yes, through a notarized legal power of attorney, but the power of attorney must have specific powers and be issued to someone independent of the seller and broker. An open-ended power of attorney to an employee of the seller carries significant risk.

Is an annual tax paid on the property?

Yes, there is an annual property tax collected by the municipality, and its rate varies according to the type of property and its location inside or outside metropolitan cities. Check with the local municipality to determine the rate applicable specifically to your property.

What is the difference between a blue and a red title deed?

The red title deed is for built properties (an apartment or house), while the blue title deed is for land. Make sure that the type of title deed matches what you are actually purchasing.

Warning: This information is for general informational purposes and reflects the rules announced at the time the article was updated.
