Netherlands Introduces New Truck Tolls Starting on This Date!

The Netherlands is preparing to implement a new truck toll system, a regulatory measure expected to directly impact the European transport sector, including Belgian and other foreign trucks crossing the border.

The new system is scheduled to take effect on July 1, 2026, imposing tolls on trucks based on the number of kilometers traveled within Dutch territory. This will cover most highways, as well as several regional and local roads.

Abolition of the Eurovignette System and Replacement with Distance-Based Payment in the Netherlands

The implementation of the new system coincides with the abolition of the Eurovignette system on the same date, to be replaced by a direct payment system based on the distance a truck travels within the country.

The decision applies to all heavy vehicles in categories N2 and N3, meaning trucks with a weight exceeding 3.5 tons, whether domestic or foreign, including more than 725,000 foreign trucks that cross Dutch territory annually.

Mandatory Electronic Distance Recording Device in the Netherlands

Under the new system, every truck will be required to install an electronic device (OBU) to record the distances traveled within the Netherlands, and trucks will not be allowed to operate without this device.

Transport companies must also contract with approved service providers to supply the devices and manage payments automatically, either through European-wide companies or local services within the Netherlands.

Authorities have confirmed that the absence or tampering of the device will result in the truck being legally barred from operating, with strict fines imposed on violators.

Fee Calculation Based on Weight and Emissions in the Netherlands

The fees will be determined according to several factors, including the truck’s weight, CO₂ emission levels, and environmental standards, so that less-polluting trucks pay lower fees compared to others.

This policy aims to encourage sustainable transportation, with a portion of the revenue allocated to support fleet modernization and improve environmental efficiency.
